World Bank Group Fragility Forum: Rewriting the Internal Displacement Story: From Fragility to Growth at Scale
9 June 2026 | World Bank Group Fragility Forum 2026
The session, organized by the Global Solutions Hub on Internal Displacement, brought together government, World Bank and UN representatives to explore how to scale development-oriented solutions to internal displacement in Fragility, Conflict and Violence (FCV) contexts. The discussion focused on the institutional, policy and operational conditions needed to unlock large-scale development financing for government-led solutions.
Speakers included Caroline Sergeant, Senior Consultant, Fragility, Conflict and Violence (FCV) Group, World Bank Group (Moderator); Dr. Mohammed Goje, Secretary to the State Government, Yobe State, Nigeria; Shoko Noda, Assistant Secretary-General and Director of the Crisis Bureau, UNDP; Xavier Devictor, Adviser, Fragility, Conflict and Violence (FCV) Group, World Bank Group; and Ugochi Daniels, Deputy Director General, IOM.
The discussion underscored the importance of strong government leadership, subnational ownership and predictable, multi-year financing to move from pilots to solutions at scale. Yobe State’s experience demonstrated how integrating durable solutions into state development plans and budgets can support implementation, while participants emphasized the need to treat displacement as a development challenge and engage development and financial institutions early.
The session also highlighted the importance of meaningful participation by IDPs and host communities, stronger engagement with local actors, improved coordination across the humanitarian-development continuum, and innovative tools—including AI and risk financing—to strengthen planning and investment. Participants emphasized that scaling solutions requires aligning available financing and partnerships around nationally and locally led priorities.
