About us

Supporting lasting solutions to internal displacement

Displaced by conflict, disasters and climate-related shocks, internally displaced populations remain uprooted for years, often without access to housing, livelihoods or essential services.

The Global Solutions Hub on Internal Displacement helps the United Nations work more effectively with governments and partners to support lasting solutions. Hosted by the UN DCO and supported by IOM, UNDP and UNHCR as the three Solutions Champions Agencies on Internal Displacement, it does so by connecting expertise, financing, data and partnerships from across the UN system to help countries move from responding to displacement to resolving it.

Why the Hub was created

The Global Solutions Hub builds on the UN Secretary-General’s Action Agenda on Internal Displacement, launched in 2022 to strengthen system-wide action towards solutions. Established following the conclusion of the Special Adviser on Solutions to Internal Displacement’s mandate in 2024, the Solutions Hub sustains and advances this agenda by providing global and country-level support, expertise and tools to help UN Resident Coordinators and Country Teams drive solutions to internal displacement.

The Action Agenda recognised that resolving internal displacement requires:

  • Strong national and local leadership
  • A more coherent and joined-up UN system
  • Greater engagement from development partners and international financial institutions
  • Sustainable financing and investment in solutions.

To drive implementation of the Action Agenda, the Secretary-General appointed a Special Adviser on Solutions to Internal Displacement, whose mandate helped establish new approaches and capacities for solutions at country and global levels, including strengthened support to Resident Coordinators and UN Country Teams, dedicated solutions expertise and the Internal Displacement Solutions Fund (IDSF).

As the Special Adviser’s mandate concluded at the end of 2024, the UN Executive Committee endorsed new institutional arrangements to sustain and advance the Secretary-General’s solutions agenda, including the establishment of the Global Solutions Hub.

What we do

The Hub supports Resident Coordinators and UN Country Teams by mobilising expertise from across the UN system and connecting country priorities to global knowledge, policy and financing.

Our work focuses on five areas.
1

Supporting countries

Providing practical technical support to Resident Coordinators and UN Country Teams developing nationally led approaches to internal displacement.

2

Connecting expertise

Mobilising specialist support from across the UN system in response to country needs.

3

Sharing knowledge

Capturing lessons learned, developing practical guidance and promoting good practice across countries and regions.

4

Supporting financing

Working with the Internal Displacement Solutions Fund, international financial institutions and development partners to help mobilise financing and investment for long-term solutions.

5

Tracking progress

Monitoring implementation of the Secretary-General's Action Agenda and strengthening learning across the UN system.

Where we work

The Global Solutions Hub currently supports Resident Coordinators and UN Country Teams in 24 countries affected by internal displacement.

Support is tailored to each country's context, helping governments and UN agencies on the ground to develop government-led and nationally owned approaches that respond to national priorities and advance durable solutions.

Working together

The Hub works across the UN system and with governments, international financial institutions, civil society and organizations representing internally displaced people to strengthen collaboration and support nationally led solutions. Together, these partnerships help connect countries with the expertise, evidence and financing needed to support lasting solutions.

The Hub works with and through:

  • Resident Coordinators and UN agencies
  • The Internal Displacement Solutions Fund
  • The Global Solutions Working Group
  • The Global IDP Advisory Group
  • The UN Special Rapporteur on the Human Rights of Internally Displaced Persons
  • International financial institutions
  • Leading data partners, including JIPS-IDMC, EGRISS and the World Bank-UNHCR
  • Joint Data Centre on Forced Displacement

HOW WE ARE ORGANISED

The Global Solutions Hub is hosted by the UN Development Coordination Office (DCO) and serves as the secretariat of the Global Solutions Working Group (GSWG), the UN‘s senior technical platform on solutions to internal displacement. The GSWG brings together experts from across the humanitarian, development, peacebuilding and human rights pillars, including the Department of Political and Peacebuilding Affairs (DPPA), the Development Coordination Office, FAO, ILO, IOM, OCHA, OHCHR, the Peacebuilding Support Office (PBSO), UNDP, UN-Habitat, UNHCR, UNICEF, WFP and representatives from the NGO community.

Together, they coordinate technical support for Resident Coordinators and UN Country Teams, mobilise expertise in response to country requests, share practical guidance and help strengthen implementation of the UN's system-wide approach to internal displacement.

The Hub's work is guided by the High-Level Solutions Champions to Internal Displacement Group: the Principals of IOM, UNHCR and, together with the Emergency Relief Coordinator, the Assistant Secretary-General for Peacebuilding Support and the UN Special Rapporteur on the Human Rights of Internally Displaced Persons. The Solutions Champions Group provides high level strategic direction and advocacy and helps connect the solutions agenda across the humanitarian, development, peacebuilding and human rights pillars.
